Crime is at its highest peak in Mumbai with it split in three ways. Walia has one-third, Manik Rao has one-third and Roshni has a third of the Mumbai territory. The crime rate rises with more smuggling, trading and illegal activities soaring. Meanwhile, the CBI work constantly to stop this. Inspector Vikram is a failure of a police in life and tends to stick with the easy way. Appa is an encounter specialist who goes after the henchmen instead of the bosses, he has a wife Janki with whom they have a son. Const. Khaled is a happy-go-lucky cop. The three men's and the whole Crime branch's fate changes with the arrival of their new boss. DCP Hari arrives and realizes that the CBI are not serious and that the rules, regulations, and the very reason for joining the police force, have been thrown to the wind. With his girlfriend Kiran whom he'd promise he would marry on his mind, he does not first like the promotion to DCP and transfer to Mumbai, but later accepts it. He soon watches the brutality of the police (especially Appa) to the henchmen and orders them to be released. But during an encounter the henchmen kill Khaled, this awakens the fire trapped within Vikram. He decides to join Hari and help him clear the city starting with Yusuf Pathan. Appa soon joins them and soon headaches arises for Walia and his gang. During the climax Appa dies in a dramatic trap. Vikram and Hari get Walia, Manik,Hirachand and Roshni arrested and convicted for their crimes and then Mumbai is clean once again.—gavin@[email protected]

Crime and corruptions take its toll on Mumbai, India; with politicians, Influential businessmen and gangsters putting pressure on the crime branch police officers headed by DCP Hari Om Patnaik and his crew consisting of senior inspector Vikram Singh, Sub-inspector Appa Kadam Naik and Havaldar Khaled Ansari. Crime is at peak in Mumbai and the territory divided into parts where one run by Minister Manikrao and the other two by a goon Yusuf Pathan and businessman and Gautam Walia.Raghu Shetty works for their rival businessman Pradhan who attacks Walia and gets jailed.The crime rates are increasing where crime branch officers like Senior Inspector Vikram,Encounter Specialist Appa Kadam Naaik,Head Constable Khalid Ansari and a corrupt cop Kelkar believe in eliminating criminals through encounter to make the city safe and clean and also consider bribe.Life changes for their cops when Deputy Commissioner of Police Hariom Patnaik takes the charge of the police station and sees that none of the cops are serious at work he hates bribe and believes encounter is not the solution to end crime.Vikram,Ansari and Appa are not happy of Patnaik's honesty but soon gain respect for him when he enters Pathan Wadi and challenges Pathan that he will arrest him one day and take his procession from Pathan Wadi.While things are not good between Walia and Paradhan and Pathan goes to do a settlement with him but his short tempered brother Yeda shoots him dead.Pradhan's death creates a havoc in the city while Patnaik and his team start the investigation and find that an unknown person is seen as a common link between Manikrao,Walia and Pradhan.[email protected]

DCP Hari Om Patnaik is assigned to a police station, and is shocked to find that rules, and regulations, and the very reason for joining the police force, have been thrown to the wind. His colleagues, Inspector Vikram singh, Appa Kadam Naik, and Havaldar Khaled Ansari, have accepted the easy way of life which is to leave the big-wigs alone, but go after their henchmen, and arrange "encounters" with them, as well as take and split bribes (haftas) to augment their meagre earnings. Hari Om attempts to change this, and ends up having Havaldar Khaled killed at the hands of henchmen, who he himself had ordered to be released. Synopsis

Crime is at its highest peak in Mumbai with it split in three ways. Gautam Walia (Jackie Shroff) (Roshni Varma (Raveena Tandon) is Gautam's mistress), a ruthless businessman has one-third, Manik Rao (Manoj Joshi), the Home Minister has one-third and Yusuf Pathan (Irrfan Khan), a big-time goon (he runs money lending, extortion and protection businesses in Mumbai) has a third of the territory.The trio warns Raghu Shetty (Ravi Kishan) not to interfere with their business. Raghu is trying to make it big in Mumbai and wants to corner a territory, but the only way he can do that is by killing one of the trio. Raghu pays no heed to their warning and ambushes Walia at a horse derby. Walia is alive, but Pathan kills Shetty's man who carried on the hit. Shetty is then jailed.Hirachand Mehta (Vallabh Vyas) is a businessman and launders money for Walia and Manik. The trio are very powerful and even have HC judge (Aanjjan Srivastav) on their payroll who delivers favorable verdicts towards them.The crime rate rises with more smuggling, trading and illegal activities soaring. Meanwhile, the Detection Unit cops of the Mumbai Crime Branch work constantly to stop this.

Senior Inspector Vikram Singh (Shatrughan Sinha), who was a hero once upon a time in the crime department, now tends to handle the easy jobs. Inspector Appa Kadam Naik (Sunil Shetty) is an encounter specialist who goes after the henchmen instead of the bosses; he is married to Janki (Preeti Jhangiani) and they have a son named Rahul. Naik has recently encountered a few of Pathan's men, working with Vikram.Head Constable Khaled Ansari (Paresh Rawal) is a happy-go-lucky cop and chews betel leaf all the time. Kelkar (Ajinkya Deo) is another cop who talks on the phone all the time. The four men's and the whole CBI's fate changes with the arrival of their new boss.

DCP Hari Om Patnaik (Akshay Kumar) arrives and realizes that the other cops are not serious and that no one is following the rules and regulations. Om has a girlfriend, Kiran (Lara Dutta), whom he promises to marry. He is hesitant about his promotion (he was in Pune state police and was on the verge on busting a large fake currency racket, when he was promoted and transferred) as he thinks that this promotion is done deliberately to kick him out, but he learns to accept it. He witnesses the way the others treat the henchmen (Vikram and Naik were in the process of beating some arrested goons when Om walked in on them) and orders them to be released. Om wants criminals to be treated like humans, but Naik disagrees saying that Pathan's shooters show no such mercy in response. Khaled and Vikram try to explain to Om that the system had tied the hands of policemen in Mumbai, but Om is unwilling to do anything that doesn't follow proper procedure.When Naik goes on his encounter, the news reaches Pathan via Kelkar (who is a snitch), who calls Walia, who calls Manik, who calls DCP Khurrana (Om Puri), who asks Om to shut Naik down. Om doesn't agree with Naik's strategy of eliminating the small fry, he wants to go after the big fish, but with process. He demonstrates this to his staff by facing Yusuf Pathan and showing him that he is just a mere street hoodlum.

Manik wants industrialist Pradhan (Milind Gunaji) to support his party. Pradhan is a vocal supporter of the opposition and supplies funding to them, which is used to bought MLAs in the government. Manik wants Walia to handle Pradhan, but when Pradhan refuses, Manik asks Yusuf Pathan to "influence" Pradhan. Pradhan insults Pathan calling him a 2 bit black movie ticket seller. Yusuf's brother Baba kills Pradhan on the spot. Om is handling the Pradhan case. He gets a tip on Baba's presence at a bar. Kelkar informs Yusuf that a raid is imminent. Yusuf sends his men to save Baba, and the henchmen kill Khaled (Kelkar helps Baba escape). Khaled is killed by the same shooters that Om released a few days earlier. Naik is livid and says Khaled's death is on Om and nobody else. Om also wants revenge.

Vikram decides to join Om and Appa and help him clear the city starting with Yusuf Pathan's younger brother, Baba "Yeda" Pathan (Rahul Dev) by killing him. They trap Baba when he goes to meet his film-star mistress at her apartment. Kelkar warns Yusuf about the raid, but Yusuf is not able to reach there on time.Yusuf orders an attack on Naik's family and his wife is shot. After this DCP Khurrana (Om Puri) gives Om a free hand to go after the gangs.After that, they arrest Yusuf Pathan, which puts a halt to small-time criminal activities in Mumbai. Simultaneously, Raghu Shetty replaces Pathan to run the illegal businesses on behalf of Manik and Walia. When Yusuf finds out he agrees to cooperate with the police.

Naik dies in a trap set by Kelkar. Naik records a conversation between Walia and Hirachand and goes to pursue them, but Kelkar warns them off and Naik is encountered by their shooters & Raghu. Vikram and Om track Raghu Shetty and a illicit currency trader named Hirachand Mehta (Vallabh Vyas) at the Flying Club with the help of a tip given by Roshni Varma (Raveena Tandon) to Vikram. Roshi was pissed with Walia as he beat her black and blue when she attended Naik's funeral.The police try to block the plane at the runway, but to no use.Finally, Om damages the left wing and the back engine of the plane with a helicopter. The plane crashes into a hangar. Shetty and his goons try to escape, but are killed. Vikram kills Shetty. Hirachand is arrested and Kelkar's corrupt actions are caught by Vikram and Om. If left alive, he will be bailed out by the lawyers, so Vikram shoots him.

The arguments in the court are in the favor of Walia and his men. During the break, Vikram and Om threaten the corrupt judge (Aanjjan Srivastav) to change his judgment by presenting Yusuf in front of him. Yusuf will expose him if the judgment is not fair. The judgment is in favor of the police and the case is closed. DCP Khurrana (Om Puri), Om and Vikram walk out of the courtroom happily. Hari says that Mumbai is crime free. Vikram then shows a list of gangsters that had to be encountered by Appaa, to which Om agrees. He then meets Kiran who says that she is proud of him.
