Synopsis

The story carries on from the previous film- Inspector Chulbul Pandey (Salman Khan)- in charge of a local police station in Kanpur and resides there with his wife Rajjo (Sonakshi Sinha), half-brother Makkhi (Arbaaz Khan) and stepfather Prajapati Pandey (Vinod Khanna). Nirmala Pandey (Mahi Gill) is Makkhi's wife and has stayed back at her home to care for her father.Chulbul has taken a transfer from Lalganj to Kanpur as he wanted to accomplish big things in a big city.

A boy named Manish Gupta gets kidnapped from a school, and the father (a rich cement supplier Chetan Gupta) gets a ransom call for Rs 10 Lakhs. Chulbul deals with the problem as the kidnapping took place in his jurisdiction. Chulbul rescues the kid all by himself and arrests the kidnappers. Chulbul then convinces the parents of the rescued child to give the ransom money to the police for social work.Commissioner SP Anand Mathur (Manoj Pahwa) is Chulbul's boss.

In Kanpur, two men on a bike murder a witness who is about to testify against a dreaded don Bachcha Singh. Inspector Siddique (Gireesh Sahedev) brings the matter to Chulbul since nobody is willing to testify against Bachcha's men.Bachcha is a brutal and merciless gangster, supported by his brothers Chunni and Genda. Bachcha asks his shooters to leave the city for a few days till the investigation into the murder is going on.Chulbul learns that Bachcha has been relentless in his criminal spree and even the police is powerless to stop him.

Chulbul tracks the assassins down, killing him at a coffeehouse after a furious shoot-out. Chulbul gives a media interview and reports that the men killed were bandits who were planning a robbery. Chulbul tells Anand that he did not reveal Bachcha's connection to the shooters as nothing would come of it, and he wanted to control the investigation on Bachcha in his own way.

The don is Thakur Bachcha Singh (Prakash Raj), a struggling politician, but a powerful don. Chulbul then goes after Bachcha by targeting all his businesses, starting by enhanced checking of all of Bachcha's trucks. Bachcha sends Chunni (Nikitin Dheer) (his brother) to deal with Chulbul, but Chulbul sends Chunni away by mocking him. Chulbul says that Chunni is a female name and thus Chunni should marry a guy, settle his house, and give birth to his child.

Bachcha and Chulbul have several public altercations like when Bachcha asks Anand to bring Chulbul to a wedding and tries to patronize him. But Chulbul responds by saying that Bachcha is a small-time goon who used to earn a living by squeezing juice, and now thinks he rules the city.Chunni wants to confront Chulbul and begs Bachcha not to take this humiliation lying down. Bachcha is concerned about his public image and asks his brothers to wait for the right time after the impending elections to strike against Chulbul.Bachcha's brother Genda (Deepak Dobriyal) convinces him to get rid of Pandey, threatening Chulbul's stepfather to kill his entire family if Chulbul keeps on interfering in Bachcha's criminal activities. Prajapati tells Chulbul that he is not the only cop in the police force and asks him to protect his family against goons like Bachcha Bhaiya.

Genda continuously harasses a girl Anjali Prasad (Sandeepa Dhar). Anjali's grandfather Beni (Achyut Potdar) went to the police station, and the matter comes to the notice of Chulbul. Chulbul learns that Genda had threatened to abduct Anjali from her wedding and Chulbul vows that nobody will interrupt Anjali's wedding.Genda arrives at Anjali's wedding to kidnap her. Chulbul arrives at the wedding and asks Genda to leave. Genda refuses to comply and continues to insult Chulbul. Genda says that in the city of Kanpur he is judge, jury and the executioner.Chunni says he should have hit Chulbul's father a few slaps to make him understand. Chulbul realizes that Genda threatened Prajapati and breaks his neck, leading to his death.

Bachcha meets Anand and declares war against Chulbul. Bachcha says that Genda was murdered and now the police will pay the price for it.In the meantime, Chulbul's wife becomes pregnant, Pandey being advised by everybody (Including Anand Mathur) to leave Bachcha alone for the sake of his family's safety. Anand even offers to transfer Chulbul to a safer city for his sake, and Chulbul says that he will think about it.Bachcha, promising to avenge his brother's death, decides to do so before the election. Makkhi decides to join the police force as he is inspired by Chulbul.

Chunni is desolate that Bachcha has prioritized winning the election over avenging Genda's death. He makes Bachcha realize this. Bachcha meets Rajjo and Makkhi while they are leaving a temple where Makkhi is shot by Bachcha, and Rajjo is pushed off the temple stairs. However, both of them survive, with Rajjo having a miscarriage and suffering a head injury.

Chulbul is enraged at the loss of his first child. Rajjo wants revenge against Bachcha Singh. He enters Bachcha's location and kills all of his men (including Chunni). He fights him and gets him arrested, but when Bachcha tries to threaten him, he kills him instantly by grabbing a gun and shooting him with two bullets in the chest.

Later, Chulbul and Rajjo have their first child, a baby boy. Right at the end, Chedi Singh's photographer (from the first film, Dabangg) arrives, asking for a family photo. They all laugh, and the photographer takes the picture.
