On his way to visit the Queen of the Garden of Light, the Sage of the Garden of Clouds accidentally drops the egg of the Houhou. The egg lands in the Garden of Rainbows, where it is found by Hikari, attracting the attention of a powerful pair of servants of the Dark Lord.

Picking up where the previous film (The Prophecy) left off, Otoha, the new Karas seeks to claim vengeance against the Yakuza that murdered his younger sibling and who left him for dead. There are some places a cop can never go, like high school. Blackmailed with the fate of her mother on death row, Saki Asamiya trades in her prison blues for a school-girl's uniform and discovers a pit of vipers festering in up-scale Takanoha High. Rival private eyes Ryo Saeba and Umibozu must find a way into a high-tech luxury hotel to rescue their friends who are being held hostage and stop a mad South American dictator's plans to use the hotel's supercomputer to unleash a nuclear holocaust. Highly reminiscent of Die Hard, right down to a scene where Ryu bunjee-jumps off of the roof of the hotel skyscraper with a fire hose.
