Summary Leon travels to a desert town called San Miguel to find a Wheeler known as "The Strong Armed Outlaw." He arrives in town to find that the local gym has just been destroyed by a mysterious Wheeler. One of the gym members, Covey, tells Leon he is now going to find the person who destroyed the gym and make him pay. They catch up with the Wheeler, Jake, a member of the Dominators, and Covey loses to him in a battle. Leon and Jake decide to battle at dusk. While they are waiting, Covey tells Leon his life story, including the fact that he is, or was, "The Strong Armed Outlaw", but he has changed his evil ways. Leon does not have a lot of time to think about it, as the time to battle Jake has come. He defeats Jake and Jake swears that he will get even with him the next time they meet.
