Project Ghazi is a superhero movie that evolves around a thread to the project soldiers. It's a story of an advanced soldier project and it spans over a period of 20 years.

Sam (Catman) and Gus are back to work in this movie. With Cheever dead, his old gang needs a new leader, so by having some random people beat each other up, they discover this big tall guy who only wears fatigues and seems to be strong so they make him the leader. Later on, some CIA agent finds out that some woman affiliated with the Cheever gang has a nuclear starter or something and will only give it up for a lot of money. Sam and Gus then go on a mission to get it back and save the world. Like the first in the "Catman" series, this movie also includes various scenes of Asian people beating each other up for no real reason. In this movie, the Asian guys actually speak of Cheever at one point (providing a minor link between the two plots), but that's really about it.

The film begins with the Shinkengers defeating the Ayakashi Demebakuto. As he assumes his second life, he captures the Shinkengers in mirrors as he sends them into a series of different dimensions in order make them suffer for his amusement before actually killing them.

Its mysterious magical powers have transformed Keiwa Sakurai and the others into the form of Chemies. In addition, as many as five "Strongest Level 10 Chemies" and the Geats Chemy, which looks just like Kamen Rider Geats, will appear at the same time. Perplexed by the series of unusual situations, Houtaro and his friends, Ace, and Keiwa, who has been turned into a Chemy, form teams to take on the "Strongest Chemy Capture Game". What is the terrifying purpose hidden in this game? What is the mystery behind Geats Chemy's appearance?
